Modern physics describes with extraordinary precision the properties of atoms and their interactions, but does not offer a complete mechanical description of the process by which an atomic nucleus acquires its identity and becomes stable matter. The standard model catalogues. It does not explain the mechanism that executes.
This work proposes that such a mechanism exists, is physical, is deterministic, and operates in three sequential and causally connected phases: the encoding of the instruction in the preformed atomic nucleus during its formation in high-energy events, the protected transport of that instruction through the continuous electromagnetic field of the Photonic Tetradimensional Framework (PTF) by means of interstellar silicon as an active interface, and its translation into stable matter during atmospheric assembly. The Photonic Tetradimensional Framework is the continuous and active electromagnetic infrastructure resulting from the volumetric saturation of space by photonic trajectories propagating in all directions simultaneously, generating at each point a permanent and measurable electromagnetic field. Its density is not uniform: it is greater in regions of high photonic activity and mass concentration — such as the surroundings of stars and active galaxies — and progressively lower in zones further from those sources. It is this variation in density that determines the conditions under which the formation of matter can occur at each point in space.
The number of protons in a nucleus is not chance. It is the direct consequence of exact physical conditions: temperature, pressure and energy available in the event that produced it. The Central Mechanical System (C.M.S.) is the mechanism that produces and regulates those conditions. It is not a separate entity from the universe: it is the set of physical laws operating in an integrated and continuous manner — nucleosynthesis, the electromagnetic field of the PTF and atmospheric chemistry — always acting in the same direction and under the same causal logic, at all scales. Causality always precedes the nucleus.
The parallel with information processing systems is structural, not metaphorical. Just as an artificial intelligence system requires an encoded signal, a transmission protocol and a translating receiver for an image of a sea star to be recognised as such, nature operates with the same logic at cosmic scale. The periodic table is not a catalogue of possibilities. It is the record of the language that the C.M.S. executes continuously, without chance and without exception.
No laboratory has ever created an atom from scratch. This fact, treated as a technical limitation, is in reality the signature of the system described in this work.
