The key to good infrastructure policy is transparency, because transparency is the foundation of good governance. Transparency allows for proper assessment of needs and a clear definition of objectives. Being more transparent in the analysis forces us to focus more on the real problem, and less on ourselves.

It also unlocks enormous potential for collaboration and innovation, bringing viability to better ways of doing things.
