Covid19 es una enfermedad infecciosa y se trata por tanto de un problema de salud pública. Sin embargo, es un asunto claramente relacionado con la salud de los trabajadores en su entorno laboral y tiene un impacto tremendo en la actividad del sector y del país. Desde #InfraestructurasCovid hacemos un llamamiento para sacar provecho de las lecciones aprendidas durante la crisis y tomar medidas que hagan a nuestro sector más capaz y menos vulnerable a nuevos brotes de Covid19 y otras enfermedades infecciosas. En este documento recogemos nuestro análisis y un conjunto de recomendaciones en ese sentido.

Covid19 ha impactado bruscamente en los contratos de infraestructuras, obligando a la suspensión temporal de trabajos y a la adopción de medidas de seguridad y salud adicionales, etc, con efectos aún por cuantificar: pérdidas de productividad, incapacidad para seguir con los trabajos o mayores costes indirectos y gastos generales. Estas circunstancias han puesto a prueba la capacidad de los contratos para responder ante situaciones de crisis y abordar riesgos no contemplados al inicio del contrato. En este documento analizamos los aspectos clave y planteamos recomendaciones de cara al futuro.

En este documento se exponen los resultados de la encuesta que hemos realizado desde #InfraestructurasCovid entre profesionales del sector de las infraestructuras. La encuesta se llevó a cabo durante el mes de abril, mientras una buena parte de las obras de infraestructuras estaban paralizadas a consecuencia del estado de alarma decretado.

La crisis Covid ha frenado en seco la inversión en infraestructuras planeada para el 2020, revelando importantes limitaciones en el sistema de contratación pública. Debemos aprovechar este momento singular para hacer evaluación crítica y reformar uno de los pilares fundamentales de la economía y el bienestar de nuestro país. En este breve documento analizamos cinco factores clave para una recuperación pronta y efectiva que además refuerce la capacidad del sector y la sostenibilidad económica del país.

Urban car parks have a number of very convenient characteristics for Covid testing campaigns. A car park allows for significant flows of people in an orderly manner and offers protection againts weather conditions, in addition to facilitating the implementation of the necessary separation and control conditions. It is also expected that the majority of car parks in city centers will have low occupancy levels whilst mobility restrictions are in force. The objective of this Guide is to advise those who must make the decision, from a technical point of view, on the criteria to identify the most suitable car parks, the elements that must be considered and reviewed prior to installation and other recommendations on the procedure. The Guide refers to urban urban car parks, underground or non-underground in buildings. Outdoor car parks are excluded. It is also important to note that car parks are one of the possible alternatives and should not be considered the only one, but rather as an additional and complementary resource to other options in the search for locations to carry out the tests.
